Storm’ an 8 year old eventer was stopping at even very small fences for no apparent reason after previously having been a reliable jumping horse. I did use Sole Cleanse and Field Paste on the other three hooves while on box rest. Field Paste worked better than Sole Paste imo for box rest. I have used Sole Cleanse and Field Paste ad hoc for years to keep thrush at bay in wet weather (mud)

Do a soak with something like CleanTrax. It is an oxine based disinfectant and won't damage healthy tissue. However without seeing a picture and based in the information it does sound like if there is a deep cleft than heels have to be contracted to some degree and if the frog is weak there is also a chance that the heels are underrun but masked with shoeing.
